Quantity Surveying & Construction Consultants Ltd (QSC Consultants) was established in 2013 by Andrew Hartley to provide a total construction management service. This enables QSC Consultants to offer comprehensive management and consultation services at the level the clients require. 


Andrew has a reputation for thinking outside the box to resolve issues in a timely and cost effective manner. 

Our Experience

  

Andrew is a qualified carpenter having completed his apprenticeship under the Apprenticeship Act 1983, in 1993. He then spent a further two years in the building industry before spending over ten years in the New Zealand Police. During this time, he continued building. He returned to the trade fulltime in August 2004 and specialised in, amongst other things, investigative consulting, remedial work for private clients and insurance companies, weather tightness, general renovations, project management, and assessing damaged buildings. 

In 2013 he completed 5 years of tertiary study as part of his professional development within the construction industry.

Projects

 Thames Indoor Sports Facility – 2016 - 2018 


This is a multi-million dollar joint venture involving, local government (and local community) and Thames High School.

Andrew was engaged as the client’s Quantity Surveyor and Construction Consultant. The clients chose an Early Contractor Involvement procurement process, which is outside the usual procurement methods. He worked in closely with the client’s and architect, from the initial stages of inviting and evaluating Expressions of Interest, through to project completion. Andrew’s building background allowed him to peer review proposed designs to ensure they will work before they are constructed and report back to the client.

During the construction phase, Andrew dealt with such things as, variations, payment claims, quality assurance, advising the client on resolving issues that arose.

  

Great Coastal Walkway - 2014

This is a multi-million dollar joint venture project involving, Dept. of Conservation, local government and Iwi. 

This is not the usual type of project that is associated with the construction industry, but is very different and challenging.

Andrew was engaged as the clients Quantity Surveyor during the design and funding application stage. It required working in closely with the Project Manager from DoC, including “walking” the proposed track. Andrew’s building background was also used to be able to give some idea on construction methodology for boardwalks, stairs, etc…

  

Whangamata Ocean Sports Club addition - 2014

  

This was a million dollar addition including new function area and commercial kitchen.

Andrew was engaged as the clients Quantity Surveyor by the club. He worked in very closely with the Project Manager and Architect in a project that was having on-going design to the kitchen while the build is in progress. Andrew’s building background allowed him to peer review proposed designs to ensure they will work before they are constructed.

Health & Safety

  

QSC Consultants prides itself on an impeccable record in regards to the Health and Safety at Work Act 2015 (HSWA)

We have found that by providing and encouraging a safe work environment, we have created positive and productive sites. This has been achieved by having experienced safe workers and supervisors as role models for younger workers, as they do what they see, rather than what they are told.

All personnel have Health and Safety training during their induction into QSC Consultants. The terms “Eliminate – Minimise” are embedded in our culture.
